Section,4(1)(b)(i) Particulars of its organization, functions and duties

The Directorate of Systems was established in the year 1997 as an attached office of the Central Board of Excise & Customs (CBEC) under the Department of Revenue, Ministry of Finance, Government of India. This Directorate was upgraded to the Directorate General of Systems in December 2002. The headquarters of this Directorate is situated at Hotel Samrat, 4th and 5th Floor, Chanakyapuri, New Delhi - 110021.

This Directorate is headed by Director General (Systems & Data Management) assisted by 07 Additional Director Generals at the Headquarters. The Zonal units at Mumbai, Chennai and Bangalore are headed by ADGs and Zonal unit at Kolkatta is headed by Additional Director.

The DG (Systems & Data Management) has been entrusted with the implementation of the projects related to Information & Communication Technology. It has initiated a number of projects aimed at harnessing Information & Communication Technology (ICT) in achieving the objectives of Customs, GST and Central Excise administration. These projects are of far reaching consequence and will alter in a fundamental way, the manner in which the department delivers its services.

(i) Functions and duties of Directorate of Systems

(a)     a) is responsible for the design, development, programming, testing, implementation and maintenance of Customs, GST and Central Excise automated systems, and for overseeing and managing the projects sanctioned by CBIC related to IT

(b) is responsible for the management of all centrally deployed Customs, GST and Central Excise computer facilities, hardware, software, data communications.

(c) in the automated environment, acts as a point of reference and validation concerning procedural changes in Customs, GST and Central Excise, in addition to being a resource centre on business process issues.

(d) is responsible for identifying and evaluating new technologies for application to automated systems within the department.

(e) is responsible for developing and maintaining all policy and subsequently, on the implementation of centralized systems, the operational aspects of the Department's Computer Security.

(f) establishes requirements for computer-to-computer interfaces between the department and various trading partners and government agencies

(g) represents Customs, GST and Central Excise on matters related to automated processing and systems development

h) implements information resource and data management.

Functions and duties of Directorate of Data Management

The main functions of Directorate of Data Management is to collect and analyze statistics relating to Customs, GST and Central Excise and to render technical advice to the Central Board of Indirect Taxes & Customs from statistical standpoint. Apart from providing statistical input to Central Board of Indirect Taxes & Customs, the Directorate is also entrusted with the job of bringing out the important publications viz. (I) GST formations at a Glance, (II) GST-An Abstract of Statistics, (IV) Customs at a Glance and (V) Customs Formations at a Glance. Besides providing information for monitoring of revenue collection by various Customs, GST and Central Excise Commissionerates, information collected and complied by this Directorate helps Ministry of Finance in framing fiscal policy and taking necessary corrective steps for augmenting revenue collection through the instrument of Union Budget each year and through several Notifications issued from time to time as an ongoing exercise

(ii)       Powers and Duties of its officers and employees:

            The officers working in the DGS & DM enjoy all the powers vested upon them by the Customs, Central Excise & GST laws. However, this Directorate being an attached office of the CBIC, the powers for implementing Government policies as well as laws relating to Customs, GST & Central Excise are not exercised, as this work is assigned to the field formations and anti-smuggling/anti-evasion units under CBIC. The duties of the officers of the Directorate are as enumerated at (i) above.

(iii)      Procedure followed in the decision-making process, including channels of supervision and accountability:

(iv)      Norms set by the DGS & DM for the discharge of its functions:

            The norms for different computerization projects relates to implementation of new projects, maintenance of the existing projects and researching on the future projects. Further, the DGS & DM is committed to the norms and objectives laid down in the Citizens' Charter and the CBIC Vision Documents, details of the which may be had from CBIC's website http://www.cbic.gov.in

(v)        Rules, Regulations, Instructions, manuals and records held by the DGS&DM or under its control or used by its employees for discharging its functions.

            The mandate of the Directorate of Systems is to harness Information Technology to streamline processes and clearance procedure under the Customs, GST and Central Excise Laws. Instructions, Circulars and Public Notices to this end are issued by CBIC and field formations based on the recommendations of this Directorate. The DGS & DM is also responsible for dissemination of information relating to Customs, GST and Central Excise Laws, CBIC rules, regulations and procedure, travel related information and jurisdictional field offices through electronic media. To this end, it maintains CBIC's corporate websites http://www.cbic.gov.in & https://cbic-gst.gov.in which contains all the above information updated on a regular basis. This web site also hosts downloadable forms, FAQs and search facility. In addition, for the benefit of its clients using the e-commerce infrastructure there is the gateway 'ICEGATE' for filing electronic documents and checking document status etc, and there is an e-commerce website http://www.icegate.gov.in which disseminates information related to electronic message formats, procedures to be followed for electronic interchange, code directories used in e-commerce transactions, helpdesk and online chat facilities and facility for filing electronic documents on a 24 × 7 basis. These websites also provide the software for preparing electronic documents in a freely downloadable format.

            The Directorate of Data Management collects, analyses and submits statistical information relating to Customs, GST & Central Excise for MIS and brings out certain publications of the CBEC.

(vi)      Categories of documents that are held by DGS & DM or under its control

(i)      Comprehensive information on Customs, GST and Central Excise laws and procedures maintained at the http://www.cbic.gov.in & https://cbic-gst.gov.in web site.

(ii)    Information relating to the procedure for transacting business electronically with cbic maintained at the http://www.cbic.gov.in web site.

(iii)     Revenue statistics maintained by the Directorate of Data Management

(vii)     Particulars of any arrangements that exists for consultation with and representation by members of the public in relation to the formulation of its policies and implementation thereof

(i)     a) As Systems Directorate is actively involved in business process reengineering, it as an ongoing dialogue with stakeholders such as Industry Associations, Customs Brokers, export promotion councils, trade bodies, financial institutions, airlines, shipping lines, custodians such as Airports Authority of India, Port Trusts, Container Corporation of India, CWC and other warehouse operators. These meetings are organized under the aegis of the concerned stakeholder or the jurisdictional Customs/GST formation (open house) or other government bodies such as DGFT on a regular basis.

(ii)     b) Document tracking facility for electronically filed Customs documents is available at the http://www.icegate.gov.in web site and in the form of telephonic inquiry system (IVRS), touch screen kiosks and outsourced service centers in the Custom Houses. Online chat facility and 24×7 helpdesk is also available at the icegate facility.

(iii)   DGS&DM follow an extensive policy of consultation with the IT industry in order to deploy suitable systems to maintain very high service standards.

(iv)     d) This Directorate is planning to deploy an automated courier clearance system in a public private partnership model in association with the Express Industry Council of India (EICI).

(v)    General comments, suggestions and queries can be posted  by any members of the public on the http://www.cbic.gov.in web site.

(viii)    Boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice and as to whether meetings of those boards, councils, committees and other bodies are open to the public or whether the minutes of such meetings are accessible for the public.

(i)      The Export Promotion Board headed by the Cabinet Secretary monitors the progress of computerization in CBIC

(ii)     A high level Empowered Committee headed by the Advisor to Hon’ble Finance Minister and comprising Revenue Secretary, Expenditure Secretary and prominent representatives from the IT industry has been set up for granting approvals to IT related projects in CBIC and the Central Board of Direct Taxes (CBDT) and meets on a monthly basis

(iii)   National E-governance Action Plan (NEGAP) of the Government of India has identified CBIC’s IT projects as mission mode projects and is monitoring them.
